Fishing license question

Any game wardens here? Question, if you have a rod and reel with only a sinker on the line but no hooks or lures or anything capable of hooking/catching a fish do you need a fishing license to cast and retrieve it?
 
That's a good question. I would've thought practicing casting is not fishing, but according to the game warden I spoke with the definitions would mean you'd need a license, unless you were on dry land. He mentioned that casting is considered fishing, but I don't find that in the "fishing" definition in the TPWD manual. I would think a judge might have a different take if you were cited. The interpretation I got from the Harris County GW begs myriad other questions, such as if you were casting into the gulf would you require that Salt Water Stamp?

Had a game warden write me a ticket for fishing I had found a piece of fishing line on the ground caught a cricket tied the line on him no hook just line and a cricket and was playing with the perch in the water wrote me a ticket for fishing without a license I told him I was just feeding them he said then get rid of the line and have a nice day
 
Well, I can't agree with casting is fishing if there is no hook or lure or other device capable of catching. They'd argue the guy with the hook fishes for a few hours but doesn't catch anything but it was still fishing. Yes, but the hook shows intent. The lack of a hook shows the opposite of intent. Oh well, I'm more interested in shooting than casting anyway.

Yup I hear you same here I definitely do a lot more shooting than fishing
